Ten European Regions started a period of reflection, analysis and experimentation in the development of the Strategic Environmental Assessment previous to its compulsory legal formalization. The result was the ENPLAN project 'of Environmental Assessment of Plans and Programmes', approved in December 2002 in the frame of the european programme Interreg IIIB-MEDOC, and finished in June 2004.
ENPLAN allowed to elaborate a common and shared methodology of implementation of Strategic Environmental Assessment in plans and programmes and to answer, by means of normative guidances, to some of the challenges rised from the Directive 2001/42/CE, relative to the assessment of the effects of some plans and programmes on the environment.
Note: within the frame of this project the Spanish partner 'Generalitat de Catalunya' developed the 'Integrated Coastal Zone Management Strategy for Catalonia'.
